Cash-in-Lieu ParkingLast Update: Thursday, August 22, 2002 Issue: Calgary has a system of cash-in-lieu parking where in a cash payment may be made to the City of Calgary in connection with a development application in partial compliance of the parking provisions of the Development Bylaw, bylaw 2P80. BOMA's Position: Given the hiatus in development activity and the complete implementation of the Downtown Parking Strategy, BOMA believes that a critical review of the program be carried out to measure how well the program has performed against stated objectives. What BOMA has done: In several meetings with the administration, politicians and the Mayor, BOMA has consistently requested that such a policy review be undertaken. As recently as April of this year, the Mayor provided assurances that a review would be part of the 2000 Work Plan for the Planning and Building Department. To date, no action has been taken to the extent that BOMA was compelled to write a further letter to Mayor Duerr and the Director of Planning indicating its impatience with the inactivity and an offer to perform a review ourselves on behalf of the City. No response was provided to our letter. New Developments: BOMA Calgary's Government Affairs Committee is participating in the workshops hosted by the Calgary Parking Authority. The Committee has reviewed the discussion papers and is forging BOMA policy in anticapation of a submission to the City. The policy, as it becomes firm, will be posted to this web site. | |||||||||||
