9th Avenue Apartment ProposalRevised: Thursday, August 22, 2002 , 03:50:04 PM Issue: The City of Calgary has called for proposals from the private sector to construct a high-rise apartment building in the downtown core. The subject site is located at 210 - 9th Avenue S.W. The city's proposal is to construct a residential building with a number of units to tenants using various levels of rent subsidies with the balance to be rented at current market rates. BOMA's Position: BOMA has consistently expressed its support to add a viable residential component in the downtown core. It is our belief that a significant local population in the core will add to and assure the vitality of the downtown. However, we do not support this particular project for a variety of reasons. First, BOMA believes that this isolated residential project in the midst of a high density commercial district is an ideal location for a residential project. Rather we will support a project of this nature if it were to be located in one of the existing or emerging downtown core residential precincts. It is imperative that a residential project be supported by urban infrastructure which is essential to a successful residential community. None are available at or near the subject site. Second, BOMA has noted that the proposal appears to be inconsistent with the published policies of the City for which a private developer would normally be required to comply. Third, BOMA is disappointed that the city has failed to be proactive in engaging important stakeholder groups in discussion about this project. When taxpayer funds are being used, it is essential that there be this level of information available. In short, BOMA does not see reason to support the project as the project appears not to be consistent with the "quality of life" issues espoused by the city. Calgary can do better. What BOMA has done: BOMA has contacted City of Calgary Corporate properties, several Aldermen and the Mayor. We have stated our concerns with supporting reasons. To date, we have heard a response only from Alderman Bev Longstaff, who supports the project. On May 3, in partnership with the Calgary Downtown Association, we issued a press release stating the joint position of BOMA/CDA, the two preeminent representative industry organizations. New Developments: This proposal is apparently abandoned on the 9th Avenue site and may proceed on the newly acquired downtown Calgary Co-op site between 11 & 12 Av and 1 St. SE and Centre St. BOMA Calgary urges the city to move forward with the project on this site as the need for affordable housing is genuine. | |||||||||||
